You can farm leather in Shadowlands with skill level of 1. It is of course more efficient to farm with a higher skill, because the yield rate is much higher. Skinning “Deposits”
In Shadowlands there is a wonderful innovation: skinning “deposits” in Ardenweald (Gormling Molt) and Maldraxxus (Ground Wart). Skinning them rewards you with Callous Hide or even Heavy Callous Hide (as of 25.11.).
Tips for more efficient skinning
For faster herb gathering you can use the enchantment Shadowlands Gathering on your Gloves. This enchantment gathers (for the first time) all farming professions at the same time and reduces the time it takes to harvest.
You can also buy a Skinning Knife and put it in your inventory. This item grants you +10 skill points on furriery and thus better results earlier.

The best farmspot right now to farm leather is a cave in Bastion.

Farming Pallid Bone in Maldraxxus
Maldraxxus is also a good place to farm leather. At the left farmspot you will encounter a lot of oxen to kill and at the right farmspot there are beetles.
